MISSION
To advocate the improvement of the social status of women and to enhance their economic security and rights, so that they become co-actors, co-partners & co-beneficiaries in the sustainable development and progress of the society.
Loans are granted to economically weaker women of general/ forward communities for self employment.
Eligibility of the beneficiary:
The loan shall be granted to women members of general category
Income of the applicant’s family should be below double the poverty line i.e. Rs. 1,03,000/- p.a. in urban and Rs.81,000/- p.a. in rural areas.
The age in between 18 and 55 years.
Deed or salary certificate as security
Any income generating projects is eligible for loan.

Loans are extended at 6% interest p.a. to be repaid in 60 monthly instalments.

SCHEMES FOR BACKWARD CLASSES (Financial Assistance from NBCFDC)
Under this scheme, women belonging to the backward classes are provided with the loan for opening or developing of a venture.

Self-employment loan up to a maximum of Rs. 2 Lakh
The scheme is to promote self-employment among the members of the Backward Classes. Any viable projects can be considered under the scheme.
Beneficiary contribution need not be collected from the beneficiary under this scheme. The beneficiaries are expected to utilize the amount along with the loan amount for the project. The maximum loan that can be disbursed under this Scheme is 85% of the project cost or Rs.10,00,000/- whichever is lower and is limited to the amount requested by the beneficiary.
The following pattern of financing is ordinarily envisaged in such proposals.

KSWDC contribution : 10%
Beneficiary contribution : 5%

SECURITY & MONITORING OF EDUCATION LOANS
The SCAs would ensure security of loan, tracking of beneficiaries’ students and their monitoring during the loan period. The Education loan scheme would envisage providing education loan to the eligible students pursuing their higher professional courses in approved institutions only.

In order to cater to the Micro Finance needs of small entrepreneurs belonging to the target group, the corporation has introduced a scheme for micro financing through nominated channelling agencies. It is desirable to disburse loans through self help groups by SCAs under micro finance scheme. This scheme is carried out through legally registered SHGs which consist of up to 20 persons.
Eligibility Criteria
1. The applicant must belong to any one of the notified Backward Classes of the state.
2. The annual family income of the applicant must be below Rs.1,20,000/- in urban areas and Rs.98,000/- in rural areas.
3. Age of the applicants must be between 18 and 55.
4. In a SHG 75% of members can be from backward classes and remaining 25% members may be from other weaker section including SC/ST/handicapped etc.

NMDFC introduced the Educational Loan Scheme with the objectives to facilitate job oriented education amongst the weaker section of the Minorities.
OBJECTIVES
The identified courses should be such which have the utmost probability of equipping the beneficiaries for jobs, and should be shorter duration at the most 5 years. Educational loan should be given for courses, which are within the reach of the targeted group and have the least possibility of being misused.

The concept of micro finance for self-employment loans involves financing for small-scale enterprises either individually or in groups. This scheme is carried out through legally registered NGO/SHGs which consist of upto 20 persons. The group should be homogenous with about 75% of the members belonging to minority community.
Eligibility of the beneficiary:
The loan shall be granted to women members of minority classes, as notified by Central Govt. and State Govt. from time to time.
The family income of the applicant must be below Rs.81,000/-p.a in rural areas and Rs.1,03,000/- p.ain urban areas.
The applicant should be in the age group of 18-55 years.
NGOs registered for more than three years, will be eligible for assistance for their SHGs.
SHGs which have been functioning for more than three years can only be considered for financial assistance under micro finance scheme of NMDFC.
In a SHG 75% of members can be from minority community and remaining 25% members may be from other weaker section including SC/ST, other backward classes and disabled persons.
All participant members will be jointly and severally responsible for repayment of the loan.

Documents to be submitted for availing the Loan
Documents to be produced for verification at the time of scrutiny:
Ration card (for verifying the name, income and the details of loan availed from any other financial institution.)
Age certificate (School certificate or Election Identity card or any other valid identity card).
School leaving certificate as proof of Caste/Religion. If there is any doubt regarding the caste (whether OBC or not) a certificate from the village officer should be submitted.
Certificate to prove technical qualification/experience required, if any (for e.g. Computer qualification, Type writing, Medical lab etc)
No Dues certificate from other financial agencies for the loans availed by the applicant if required.
Annual Family income Certificate from Village Officer.

Condition pertaining to the Security of the Loan
Surety of the employee working under Government/ Government owned institution or land security should be submitted as surety for the Loan.
The surety of permanent /officiating employees working in Govt., Quasi Govt., public sector, Autonomous bodies, Govt. Owned companies, Service cooperative banks, Aided schools & Colleges etc. could be accepted. Surety of Private sector employees will not be accepted.
The tenure of service period of the surety should be 3 years more than the payback period of the loan availed.
Surety of one loan should not be encouraged to undertake another loan before closing the prior one. In simple words, one single surety should only undertake one single Loan.
The consolidated salary of the surety should be three times more than the monthly installments of the repayment of the Loan.
If the consolidated salary of one surety is not sufficient for the repayment, more than one employee can be considered.
In the case of sureties, who are working in any organization on deputation basis, a no objection certificate from his/her parent department is also to be produced.
The employees of KSWDC are not allowed to stand as surety in the corporation. This clause is applicable to all the direct and deputation staff.
The salary certificate should be obtained in prescribed format.
If the surety himself is the drawing officer, then the next higher officer should countersign the salary certificate.
If the surety is a gazette officer, the surety himself can sign in the salary certificate. In such cases, if applicable name of the treasury and Audit number of the officer should be noted in the salary certificate and the next higher officer should attest the signature of the officer. In this case the letter for confirmation should be sent to the officer who counter signed.
The salary certificate of the sureties working in KSEB, KWA and PWD should be signed by an officer not below the rank of Asst. Executive Engineer/OR countersigned by the Assistant Engineer, if the Asst. Engineer signs it.
In the case of sureties working in the Aided Schools/Colleges, the salary certificate should be signed by the Headmaster/Principal of the concerned institutions.
The salary certificate should contain the name, designation and office seal of the issuing officer or next higher officer if applicable.
For employees of central government and central government owned public undertakings /Autonomous bodies listed as sick units or if the manager thinks that the institution /company is a sinking unit or not a profitable one their surety will not be accepted.

Land Security
Valuation certificate issued by the Tahsildar can be accepted. The market value of the land property should be at least 150% of the loan amount.
If the land property value is not sufficient as security for the loan amount sanctioned, the Regional Manager is permitted to re fix loan amount based on the ratio percentage as mentioned above

Application forms can be obtained from the respective Regional/ District offices on all working days from 10:00 a. m. to 03:00 p. m.

Risk Fund would be maintained for all the Loans. The structure of Risk fund is as under:

(iii) upto Rs. 1,50,000/- – Rs. 1000/-
(iv) Between Rs. 1,50,000 to Rs. 2,50,000/- – Rs. 1500/-
(v) Between Rs. 2,50,000/- to Rs. 3,50,000/- – Rs. 2000/-
(vi) Between Rs. 3,50,000/- to Rs. 5,00,000/- – Rs. 2500/-
Fees for verifying the deed/ hypothecation documents – Rs. 500
