Own Fund Schemes
Apart from the schemes of the National Corporations, KSBCDC is implementing other welfare schemes also for Minority and Other Backward Communities utilizing its own fund.
This is a credit linked subsidy scheme for setting up of coir units with project cost upto Rs.10 lakhs plus one cycle of working capital, which shall not exceed 25% of the project cost. Working capital will not be considered for subsidy.
Nature of Assistance
Maximum admissible cost of the project is 10 lakhs plus working capital, which shall not exceed 25% of the project cost.

SCHEMES FOR FORWARD CLASSES (Financial Assistance from State Government)
Loans are granted to economically weaker women of general/ forward communities for self employment. Eligibility of the beneficiary: The loan shall be granted to women members of general category Income of the applicant’s family should be below double the poverty line i.e. Rs. 1,03,000/- p.a. in urban and Rs.81,000/- p.a. in rural areas. The age in between 18 and 55 years. Deed or salary certificate as security Any income generating projects is eligible for loan.
Maximum loan amount that can be availed: Maximum loan amount is Rs 2,00,000/- . The entire loan amount for women of general communities has to be met from the fund provided by the State Government. 95% is proposed to be channelized under the plan scheme of the State Government and the balance 5% as beneficiary contribution. Rate of Interest and Repayment mode: Loans are extended at 6% interest p.a. to be repaid in 60 monthly instalments.
SCHEMES FOR BACKWARD CLASSES (Financial Assistance from NBCFDC)
Under this scheme, women belonging to the backward classes are provided with the loan for opening or developing of a venture.
Scheme no. 1
TERM LOAN/MARGIN MONEY LOAN
Self-employment loan up to a maximum of Rs. 2 Lakh The scheme is to promote self-employment among the members of the Backward Classes. Any viable projects can be considered under the scheme. Beneficiary contribution need not be collected from the beneficiary under this scheme. The beneficiaries are expected to utilize the amount along with the loan amount for the project. The maximum loan that can be disbursed under this Scheme is 85% of the project cost or Rs.10,00,000/- whichever is lower and is limited to the amount requested by the beneficiary. The following pattern of financing is ordinarily envisaged in such proposals. NBCFDC contribution : 85% KSWDC contribution : 10% Beneficiary contribution : 5% Eligibility Criteria 1. The applicant must belong to any one of the notified Backward Classes of the state. 2. The annual family income of the applicant must be below Rs.1,20,000/- in urban areas and Rs.98,000/- in rural areas. 3. Age of the applicants must be between 18 and 55. 4. The applicant should not be a beneficiary to any of the Self Employment loan under any scheme of any other Corporation/Bank/Agency Rate of interest For loan amount up to Rs.5 Lakh : 6% For loan amount above Rs.5 Lakh : 8%
Scheme no. 2
NEW SWARNIMA SCHEME FOR WOMEN (Special Self-Employment Scheme for Backward Class Women) New Swarnima Scheme is special scheme for women belonging to Backward Classes and who are living below double the poverty line. The objective of the scheme is to develop self reliance amongst women beneficiaries of the target groups by facilitating easy credit facilities for setting up viable economic activities. ELIGIBILITY 1. The loan shall be extended to the women of Backward Classes as notified by State Governments from time to time. 2. The Backward Class women living below double the poverty line are eligible to get loan under this scheme (whose annual family income is below Rs.98,000/- in rural areas and Rs.1,20,000/- in urban areas. 3. Age of the applicants must be between 18 and 55. 4. Preferences should be given to widows, deserted and handicapped women. If selection is required, then annual family income of the applicant should be taken as major criteria. QUANTUM OF LOANS AND PATTERN OF FINANCING Maximum loan amount available under New Swarnima Scheme is Rs.1,00,000/- (Rupees One Lakh only) per beneficiary. The pattern of financing is envisaged as under: 1. NBCFDC share – 95% 2. KSWDC share – 5% 3. Beneficiary Contribution – NIL Rate of Interest : 5% REPAYMENT

EDUCATION LOAN SCHEME FOR BACKWARD CLASSES Towards the fulfilment of the overall objectives of empowerment and development of Backward Classes in the country, KSBCDC promises financial assistance on loan basis to eligible beneficiaries. OBJECTIVES To extend Education loan to the members of Backward Classes for pursuing Professional or Technical education at graduate and higher level. ELIGIBILITY i) The loan shall be granted to members of backward classes, as notified by State Government from time to time. ii) The annual income of the applicant’s family should be below double the poverty line i.e., Rs.98,000/- p.a. in rural areas and Rs.1,20,000/-p.a. in urban areas. iii) The applicant should have obtained admission for any Professional/Technical Courses through Entrance Test/ Merit based selection process. Course should be approved by appropriate authority such as AICTE, Medical Council of India, UGC etc. iv) Priority will be given to women, physically impaired and dependent of war widows. v) Distant education/Off-campus programmes are not covered under this scheme. vi) Age Limit : 16-32
COURSES COVERED All professional and technical courses at graduate and higher level approved by appropriate authority such as AICTE, Medical council of India, UGC etc.

Travel expenses/passage money for studying aboard MAXIMUM LOAN LIMIT 90% of the expenditure of the course subject to maximum loan limit of RS.10 lakh per student or Rs.2.50 lakh p.a. (for studying within India) & 85% of the expenditure of the course subject to maximum of Rs.20 lakh per student (for studying abroad), the balance will be borne by student/SCAs.
Rate of interest: 3.5% for Girls REPAYMENT PERIOD The moratorium, besides being co-terminus with the course for which loan has been obtained by the students, will have a further six months period for starting repayment after the completion of the course.
SECURITY & MONITORING OF EDUCATION LOANS
The SCAs would ensure security of loan, tracking of beneficiaries’ students and their monitoring during the loan period. The Education loan scheme would envisage providing education loan to the eligible students pursuing their higher professional courses in approved institutions only.
MICRO FINANCE SCHEME
Scheme 1 Micro Financing through SHGs In order to cater to the Micro Finance needs of small entrepreneurs belonging to the target group, the corporation has introduced a scheme for micro financing through nominated channelling agencies. It is desirable to disburse loans through self help groups by SCAs under micro finance scheme. This scheme is carried out through legally registered SHGs which consist of up to 20 persons. Eligibility Criteria 1. The applicant must belong to any one of the notified Backward Classes of the state. 2. The annual family income of the applicant must be below Rs.1,20,000/- in urban areas and Rs.98,000/- in rural areas. 3. Age of the applicants must be between 18 and 55. 4. In a SHG 75% of members can be from backward classes and remaining 25% members may be from other weaker section including SC/ST/handicapped etc. Maximum Limit of Loan The maximum amount of loan that can be extended is Rs.50,000/- per member of the group.

Scheme 2
MAHILA SAMRIDDHI YOJANA
(Micro Finance Scheme for women) To provide micro finance to women entrepreneurs belongings to the target group. This scheme is carried out SHGs which consist of up to 20 persons. Eligibility Criteria 1. The applicant must belong to any one of the notified Backward Classes of the state. 2. The annual family income of the applicant must be below Rs.1,20,000/- in urban areas and Rs.98,000/- in rural areas. 3. Age of the applicants must be between 18 and 55.
Maximum Limit of Loan The maximum amount of loan that can be extended is Rs.50,000/- per member of the group. Pattern of Finance i) NBCFDC Loan : 95% ii) KSWDC Loan/beneficiary contribution : 5% Rate of Interest – 4% p.a.

SCHEMES FOR MINORITY COMMUNITY (Financial assistance from NMDFC)

Scheme No.2
EDUCATION LOAN SCHEME FOR MINORITY COMMUNITIES.
NMDFC introduced the Educational Loan Scheme with the objectives to facilitate job oriented education amongst the weaker section of the Minorities. OBJECTIVES The identified courses should be such which have the utmost probability of equipping the beneficiaries for jobs, and should be shorter duration at the most 5 years. Educational loan should be given for courses, which are within the reach of the targeted group and have the least possibility of being misused.
ELIGIBILITY
i) The applicant should belong to the notified Minority Communities. ii) The annual family income of the applicant must be below Rs.1,03,000/- in urban areas and Rs.81,000/- in rural areas. iii) The applicant should be in the age group of 16-32 years. iv) Confirmed admission in the intended course is the basic requirement for availing the loan. However, application for loan can be made in anticipation of admission. Similarly, loan can also be sanctioned in anticipation of admission. v) Women and Physically challenged candidates would be given preference. vi) Selection out of the eligible candidates will strictly be on merit.
ELIGIBLE COURSES
i) The course of study should have good potential in the job market. Any Technical/Professional courses including Diploma & Degree courses may be considered. ii) The duration of the course will not exceed five years. However, shorter duration courses may be preferred. iii) The College/Institute should have been offering the courses for the last 3 years and should be recognized by the Central/State Government or by appropriate authority such as AITCE. PURPOSE OF THE LOAN AND MAXIMUM LOAN AMOUNT Loan will be admissible for expenditure on the following items: i) Admission fee and tuition fee. ii) Cost of books, stationery and other instruments required for the course. iii) Examination fee iv) Boarding and lodging expenses. The loan amount must be limited to actual expenditure, subject to a maximum of Rs.50,000/- per annum, for a course of maximum five years duration. Maximum loan amount shall be Rs.2.50 lakhs.
TERMS OF RELEASE OF LOAN
i) Admission fee, tuition fee, examination fee and similar expenditure will be paid by account payee cheque in the name of applicant and co-borrower ii) The loan will be released in instalments on trimester/semester/annual basis depending upon the system of the concerned College/Institute. The subsequent release of loan will depend upon successful completion of the previous term. A certificate in this regard may be obtained from head of the institute. Scheme 3 MICRO FINANCE SCHEME [Loan through NGOs]
The concept of micro finance for self-employment loans involves financing for small-scale enterprises either individually or in groups. This scheme is carried out through legally registered NGO/SHGs which consist of upto 20 persons. The group should be homogenous with about 75% of the members belonging to minority community. Eligibility of the beneficiary: The loan shall be granted to women members of minority classes, as notified by Central Govt. and State Govt. from time to time. The family income of the applicant must be below Rs.81,000/-p.a in rural areas and Rs.1,03,000/- p.ain urban areas. The applicant should be in the age group of 18-55 years. NGOs registered for more than three years, will be eligible for assistance for their SHGs. SHGs which have been functioning for more than three years can only be considered for financial assistance under micro finance scheme of NMDFC. In a SHG 75% of members can be from minority community and remaining 25% members may be from other weaker section including SC/ST, other backward classes and disabled persons. All participant members will be jointly and severally responsible for repayment of the loan.
Maximum loan amount that can be availed: The maximum amount of loan that can be extended is Rs.50,000/- per member of the group i.e. a group of the participant members can be given a maximum loan of Rs.10.00 lakhs. PATTERN OF FINANCE NMDFC Share – 90% KSWDC Share – 5% Beneficiary share – 5%
Rate of Interest and Repayment mode: The interest rate is 6% and the loan is to be repaid in 36 installments.

Documents to be submitted for availing the Loan
Documents to be produced for verification at the time of scrutiny:
Ration card (for verifying the name, income and the details of loan availed from any other financial institution.) Age certificate (School certificate or Election Identity card or any other valid identity card). School leaving certificate as proof of Caste/Religion. If there is any doubt regarding the caste (whether OBC or not) a certificate from the village officer should be submitted. Certificate to prove technical qualification/experience required, if any (for e.g. Computer qualification, Type writing, Medical lab etc) No Dues certificate from other financial agencies for the loans availed by the applicant if required. Annual Family income Certificate from Village Officer.
Condition pertaining to the Security of the Loan
Surety of the employee working under Government/ Government owned institution or land security should be submitted as surety for the Loan.
The surety of permanent /officiating employees working in Govt., Quasi Govt., public sector, Autonomous bodies, Govt. Owned companies, Service cooperative banks, Aided schools & Colleges etc. could be accepted. Surety of Private sector employees will not be accepted. The tenure of service period of the surety should be 3 years more than the payback period of the loan availed. Surety of one loan should not be encouraged to undertake another loan before closing the prior one. In simple words, one single surety should only undertake one single Loan. The consolidated salary of the surety should be three times more than the monthly installments of the repayment of the Loan. If the consolidated salary of one surety is not sufficient for the repayment, more than one employee can be considered. In the case of sureties, who are working in any organization on deputation basis, a no objection certificate from his/her parent department is also to be produced. The employees of KSWDC are not allowed to stand as surety in the corporation. This clause is applicable to all the direct and deputation staff. The salary certificate should be obtained in prescribed format. If the surety himself is the drawing officer, then the next higher officer should countersign the salary certificate. If the surety is a gazette officer, the surety himself can sign in the salary certificate. In such cases, if applicable name of the treasury and Audit number of the officer should be noted in the salary certificate and the next higher officer should attest the signature of the officer. In this case the letter for confirmation should be sent to the officer who counter signed. The salary certificate of the sureties working in KSEB, KWA and PWD should be signed by an officer not below the rank of Asst. Executive Engineer/OR countersigned by the Assistant Engineer, if the Asst. Engineer signs it. In the case of sureties working in the Aided Schools/Colleges, the salary certificate should be signed by the Headmaster/Principal of the concerned institutions. The salary certificate should contain the name, designation and office seal of the issuing officer or next higher officer if applicable. For employees of central government and central government owned public undertakings /Autonomous bodies listed as sick units or if the manager thinks that the institution /company is a sinking unit or not a profitable one their surety will not be accepted.
Land Security
Valuation certificate issued by the Tahsildar can be accepted. The market value of the land property should be at least 150% of the loan amount. If the land property value is not sufficient as security for the loan amount sanctioned, the Regional Manager is permitted to re fix loan amount based on the ratio percentage as mentioned above Following are the documents submitted for Land surety

പരമാവധി ഇരുപത് ലക്ഷം രൂപ അടങ്കല് മൂലധനചെലവ് വരുന്ന പദ്ധതികള്ക്ക് സംസ്ഥാനത്തെ വാണിജ്യ ബാങ്കുകളിൽ നിന്നോ സംസ്ഥാന സർക്കാർ നിയന്ത്രണത്തിലുളള കെ.എഫ്.സി, കെ.എസ്.എഫ്.ഇ തുടങ്ങിയ ധനകാര്യ സ്ഥാപനങ്ങളില് നിന്നോ വായ്പകൾ അനുവദിക്കപ്പെട്ടതും, പ്രസ്തുത വായ്പാ തവണകളില് മുടക്കം വരാതെ തിരിച്ചടയ്ക്കുകയും ചെയ്യുന്ന ഗുണഭോക്താക്കള്ക്ക് മൊത്തം തുകയുടെ 15 ശതമാനം 'ബാക്ക് എന്ഡ്' സബ്സിഡിയായി ബാങ്ക് വായ്പയില് ക്രമീകരിച്ചു നല്കുന്നതുമാണ്. ബാങ്ക് നിബന്ധനകൾ പ്രകാരവും, ബാങ്കുമായുള്ള നോര്ക്ക റൂട്ട്സിന്റെ എം.ഒ.യു പ്രകാരവുമായിരിക്കും ലോണ് അനുവദിക്കുന്നത്. ലോണ് തുക / ഗഡുക്കള് കൃത്യമായി തിരികെ അടയ്ക്കുന്നവര്ക്ക് ആദ്യ 4 വര്ഷം 3% പലിശ സബ്സിഡി നല്കുവാനും ഈ പദ്ധതിയില് വിഭാവനം ചെയ്യുന്നു.
ലോണ് തുകയുടെ മാസഗഡു മുടക്കം വരാതെ കൃത്യമായി അടയ്ക്കുന്നവർക്ക് സബ്സിഡി, പലിശ ഇളവ് എന്നിവയുടെ അനുകൂല്യം ലഭിക്കുന്നതാണ്. മാസഗഡു മുടക്കം വരുത്തുന്നവർ ബാങ്ക് വ്യവസ്ഥകള്ക്ക് വിധേയമായി മാസഗഡു അടച്ച് തീർത്താൽ മാത്രമേ മേൽപ്പറഞ്ഞ ആനുകൂല്യങ്ങൾ ലഭിക്കുകയുള്ളു. മാസഗഡു അടക്കാത്തപക്ഷം ഇത് നിഷ്ക്രിയ ആസ്തിയായി മാറുകയും ബാങ്കിന്റ നിയമനടപടികൾ നേരിടേണ്ടി വരുകയും ചെയ്യും.
